Is a person convicted of a felony gun charge permitted to have a blank gun in their posession?

I'm not sure of the answer to this question. A previous violation of the Uniform Firearms Act does not appear to be one of the enumerated offenses where a person would be disqualified from obtaining a permit to carry and I don't think a starter's gun that does not actually fire is considered a firearm under the UFA.
