Pennsylvania Parole Violation Drug Offense

If a person violates his/her parole and is charge with possesion with intent to distribute crack cocaine and this is their second offense the first being the charge paroled for, what is the mandatory minimum and maximum sentence

The maximum penalty for cocaine PWID is ten years for a first offense and twenty years for a subsequent offense.

You haven't provided enough details about the original offense for me to provide more advice. I can tell you, however, that if the person was on STATE parole, then the state parole backtime hit must be served first and separately...in other words, you cannot get a concurrent sentence on the new case.
