In Pennsylvania, if a person is on a property that does not belong to them, for the purpose of taking pictures for an exploration hobby, can they be cited for trespassing in a case where the "No Trespassing" sign was obstructed from view by over-growth of bushes?

You sure can. The only issue is whether it can be classified as defiant trespass. Before entering on the property of another you should ask for permission. If you don't get permission stay off their land.
