Can a person who stole $1200.00 from his employer be eligible for the ARD program even if it is his first offence?

Potentially, yes. And the chances get better the sooner it's voluntarily paid back before any plea or ARD determination.

Yes, depending on the county. If it is Bucks County, if the amount is over $2,000, it becomes a felony which usually makes you ineligible for ARD.
