Plain view vehicle search

Can a police office peer into a parked vehicle with a flashlight with no probable cause and then search the vehicle.

It really depends on a number of factors. What did the cop find? Why was he looking into the car? Could what he found be seen from outside the car? Did the police officer look into the trunk or anything in the trunk?
