Can the police leave a 14 year old on the street as a runaway who has a 302 warrent to go to a hospital?

It's not a matter if police have the right to do so. It's a question of what happens if they do.
This isn't a criminal law question, it's a civil rights question. By leaving the child on the street, knowing there is a 302 warrant, the police knowingly put the child at risk. Should something happen to the child, it is possible that it can be shown that this constituted a violation of the child's civil rights by the police, as well as negligence, resulting in harm.
