Is it legal for police to enter a locked vehicle without a search warrant?

Generally, no. There is an exception in Pennsylvania for what is called 'exigent circumstances'. What this means in layman's terms is that if there some sort of emergency with the vehicle, the police can go into it. For example, if the vehicle is blocking traffic or not in a legal parking spot, that can be an exigent circumstance.
