Legal Question in Criminal Law in Pennsylvania

Is it legal for Pennslyvania police to drive a suspects car to a k-9 police dog for the k-9 to sniff the outside of the vehicle without a warrant to enter the vehicle? Or is the k-9 officer suppose to be brought to the vehicle prior to issuing warrant? What would be the proper procedure about entering a suspects vehicle before a warrant is issued?

Was the vehicle seized? On what basis? Was permission given to search?
I have never heard of the procedure you mentioned, but the answer MAY depend on answers to the questions I asked.
