can they charge one with possession of firearm without actually having a gun

Re: possession of firearm
Under the law possession means "to Possess" or otherwise exercise dominion or control over personal property.
In short possess means what you think it does further if you exercise dominion or control means it might not be in your hand but it could be say on a table in your home. You don't have to own it.
