Legal Question in Criminal Law in Pennsylvania

possession

My friend who has prior convictions was arrested for the same thing, possession with the intent to deliver. He has a public defender. The person who was arreseted with him cannot be represented by the defenders so they keep pushing back the court date. If the other guy never gets an attorny, can my friend be tried alone?
