when trying to prove that the public defender that represented you was incompitant ---during the hearing and she takes the stand what is she allowed to say ie can she say that the person that she represented told her that he did the crime

Only if it involves a matter relevant to the question of whether or not the attorney was incompetent. All other matters are still protected by the privilege and even matters that may be disclosed in a post conviction hearing act case as relevant to the competency of counsel are not admissible in subsequent proceedings.
