prior felony assault charges
person was arrested on simple assault and harrassment charges
and has prior felony assault charges and just got off probation. do the old felony assault charge have any bearing on the new charges?

First, if you were to testify at the new case and state that you were "peaceful" its possible the old case could come into evidence to rebut your claim.
Second, if you are found guilty in the new case, the old conviction would definitely come into play at sentencing. It would either come through in regard to your prior record score, or simply for the fact that you had a prior assault type case.
