public posting of old criminal records to defame

My neighbor who has been convicted two times in the past two months of harassment against me and my family,given a ten day jail sentence and told not to have any contact with us or to harass us has been putting up derogatory signs about my family on his front door. He is also posting the 16yr old criminal records of my wife's cousin with our names written on them, by him, to inform people that she is related to us insinuating that we are all criminals.This all happened an hour after the judges court order and sentence.I filed more charges the next day.Would you consider this to be more harassment? What I really need to know is it illegal in pgh. pa. to publically post someones old criminal records to try to defame and harass them? If it is could you tell me where I can get a copy of this law?(Federal, State,Allegheny County)
