Legal Question in Criminal Law in Pennsylvania

My question is about whether a judge can change increase the fine because I plead not guilty to a citation.

I was recently cited for two hunting related offenses by the game commission. The amounts of the fines were $100 and $400. I pled not guilty and took it to court. The first offense ($100) I successfully fought and won. The second offense however, I was found guilty of. The judge was angry that he had to let me go on the first citation, so he increased the second fine from $400 to $800. Is he allowed to do this?

I'm not sure what difference this will make, but I'd like to point out that I was polite through the entire process. I didn't argue or raise my voice at any point.

I don't know if the Judge was "angry" or if he was simply making you pay court costs and the fime....and understand that most fines have a minimum and maxinum range.
