How can a felony conviction for manslaughter be expunged after all time has been served?

You must be 'pardoned' from the conviction. 'Expunged" is the wrong term. Getting pardon from a felony manslaughter conviction is not a guarentee. You should hire a lawyer to file for the pardon. Good Luck. Feel free to email or call if this is unclear or if you have additional questions.
