I'm trying to find out the best way to report someone who is committing the act of Barratry. This particular person has filed a few malicious lawsuits, and constantly threatens more.

the proper authorities, in a way that they will investigate it, and take the proper action.
Can someone advise?

What you need to do is schedule an office appointment with an attorney, and with most attorneys you will likely need to pay a fee for the office visit. If you would like, you could call me at my office at 423-267-4391 (best time to catch me is early evenings or weekends during the day) and I would be happy to discuss it with you in greater detail
