does a cop have to read you your rights when you are getting arrested for curfew?

No.

The police only need to read you your rights if they are questioning you on non biographical information, where they use the answers to the questions against you in your case.

No. Miranda rights only apply to (1) custodial (2) interrogation. You were in custody, but you were not interrogated. Biographical information does not count, either. They didn't need to interrogate you. (1) you were out; and (2) it was after curfew. They didn't need any more evidence.
