Legal Question in Criminal Law in Pennsylvania
stalking/predatory behavior
I sincerely believe I have been the victim of stalking/predatory behavior since the year 2000. In the beginning of 2000, I had called 911 to report a domestic dispute of a couple who lived directly below my husband and my apartment because of the very loud noises; and it sounded as though someone was hurting someone because it sounded as though someone was being pushed hard enough to make a loud ''thud'' as though they had fallen hard on the floor. I called the FBI and acted on their advice to hire an agency who does electronic sweeps of people's homes. This man who works for that agency did the electronic sweep but found nothing, yet I've been noticing very strange things ever since I made that 911 call in 2000. Please keep in mind that in August of 1999 when that couple moved in, I wrote them a letter asking them to keep the noise level down because my husband and I will be resuming our teaching jobs in September (they had a loud party when they moved in). I believe that the male of this couple was very angry that someone dared to report their fighting to the police and believe that he wanted revenge against the person who had done the reporting. Even though we moved to another part of the city, I think it's still happening.

Re: stalking/predatory behavior
This doesn't sound like a legal problem. If someone is harassing or stalking you, you should report that to the police.
