What State has Jurisdiction
I was accused of Insurance Fraud by the State of Pennsylvania. However, I did not reside in Pa. I am not guilty and I feel that if I am charged with a crime I should be charged in the state in which I reside. Am I correct?

You can be charged with a crime in whatever jurisdiction the crime took place. It doesn't have to be the state where you live. You don't give much information, but if you are pursuing a claim through a PA carrier or are dealing with a PA carrier, or have a contract with a PA carrier, or are involved somehow in a PA claim, PA could certainly have jurisdiction.
