In the state of Pennsylvania, when and how does a convicted felon try to get back his firearm rights after a certain period of time?

Once convicted of a felony in this state the chances of getting a license to carry a firearm are slim to none. The Statute is very clear no person convicted of a felony may possess a firearm. Thus unless the conviction goes away, a person convicted of a felony may never get back firearm rights.
