What is the statute of limitations for a summary offense for animal neglect charge in PA? Can they come back 5 months after the fact and issue a citation?

Yes. The statute of limitations for non-vehicular summary violations (like animal neglect, 18 Pa.C.S. section 5511(c)) is two years, so five months is well within permissible time limits. Best of luck to you.
