Are they on criminal records?

Yes and No....they do appear on your criminal record that the police pull up...but they are no different then receiving a speeding citation, which is also considered a summary violation. In essence, if you are getting a criminal background check you should be fine, unless you have significant amounts of summary violations for Disorderly Conduct, etc. If you can avoid be charged with them then do so...the bottom line is they don't help you, but they shouldn't significantly hurt you either.
