Supposed drug parapheniliaci
Is it illegal for a minor (17 yrs old) to have cigarette papers in their possession - no drugs were in their possession - just cigarette papers

There's an argument here that the papers are not drug paraphernalia because they may be used for cigarettes. Of course, it would be better if they are Bugler instead of some brand with Tommy Chong's picture on the cover.
