Legal Question in Criminal Law in Pennsylvania

in 1996 i had a thieft in my home. it was reported to the local police. i supplied them wirh suspects names.they came to my home and took a large chest with my sons comic books in it. they said they would send it to be tested for fingerprints.
As far as i know it was never sent anywhere and nothing was ever done. I have been to the police station on numerous occasions to get my chest back and my sons comic books that he passed papers for his money to purchase them. Since nothing was ever done i would like my property back and they keep giving me the run around.please let me know if i have a case against the police department for failing to return my belongings.thank you for your help.
