Videotapeing minors outside their home

Is it legal for my neighbor to videotape my children 10 & 13 years old outside in an attempt to capture footage of them operating motorcycles on the street?

No, it's not illegal. Why would it possibly be illegal? Because they somehow have a right to privacy in a public place on a public street to not be videotaped?

And why are they driving motorcycles on the street anyway?

This sounds like a neighborhood dispute that I would recommend avoiding. Your children are too young to operate motorcycles on a public street and, since your neighbor is videotaping them, they are probably annoying him in some way. It sounds like a battle that you and your children are eventually going to lose.
