videotaping minor childen

how is it leagal for a 40 something year old man to come out on his porch and video tape minor children? Isn't there some kind of law in Pennsylvania to protect children from this? we have a man that constantly videos our children who are all under 15 and the police say there is nothing they can do about it we need help!

This isn't the kind of problem that lends itself well to a legal solution. I'm not aware of any law that prohibits taking videos in a public area. There could be a civil remedy for invasion of privacy if he's taking videos of the children while they are on your property but even this seems kind of weak. If this does not involve a dispute of any kind, why not simply tell the man that it bothers you and ask him to stop?
