Warrant for my arrest

There is a warrant for my arrest and I am facing fine of $527.00 because my sister used my name when she was pulled over. I contacted the police department and they refuse to remove the charges out of my name and charge my sister. I cannot get a trial without paying the fines. I should not have to because I did nothing wrong. What can I do? When my sister was pulled over they said my license was suspended. Come to find out she had been pulled over a year ago and used my name but never paid the fine which is why my license was suspended at the time she was pulled over.
