Legal Question in Criminal Law in Pennsylvania
my wife was asked to come into the pa state police building and make a statement ,she is being accused of fraud,are they supposed to advise her of her rights before she makes a statement.because they did not.

Not really if she not in custody. Besides it appears you have some clue to what those rights might be.
Unless she is offered full immunity in writing she should say NOTHING to the police. It can NOT help her.

She should have a lawyer present or have a lawyer contact the police on her behalf
If she is not under arrest, theydo not have to read her her rights----
They may also be planning to arrest her then and there...
