Legal Question in Criminal Law in Pennsylvania

I work for a state public welfare agnecy and am notified when clients have active warrants for their arrest. I am being instructed by management that I am not permitted to contact police when one of these clients comes to the office. Is this legal? I am being instructed to inform the client they have a warrant and direct them to contact authorities. It feels as though I am permitting a crime to take place and I am wondering if there is a PA law that will supercede this office policy. Thank you for any help you may provide.

What crime are you permitting? Most warrants are for failure to pay or failure to appear. You don't know what the warrant is for--don't assume. Just tell the client they have a warrant and to clear it up. No problem.
