Legal Question in Criminal Law in Pennsylvania
someone I was working for has denied me access to tools owned by me, they changed the lock on the shop and are holding some $10000 dollars worth of my tools and equipment hostage.
The question is what pennsylvania laws are they breaking. and what can I do about it.

Criminally, you make a good argument that there's some kind of theft or unlawful taking going on. While the person obviously didn't take your tools from you at gunpoint or break into your house to steal them, you are being deprived of their use (presumably) without justification. If you haven't already, call the cops and see if they can do anything on your behalf.
Civilly, you could file an action in "replevin" to seek a return of the actual tools. In the alternative, you could file an action for money damages for the value of the tools.
