What can someone do if I owe them money but don't have it and I signed a paper? Can she take it to court?

No attorney has seen the paper so its impossible to say. However, anyone can sue anyone else for anything at any time. So can the lender to take you to court? Yes. Will the lender prevail? I don't know because you have posted no relevant details about the monetary obligation.

If you have a writing signed by you in which you admit that you owe the debt, and if there are no statute of limitations issues, the lender will probably get a judgment against you. I don't know what you signed, but you might want to do a different kind of promissory note in substitution of the first note and change it to installments. Perhaps if you are able to repay the loan over time on a monthly or weekly basis and give her some reasonable interest she will agree. Make sure that any new agreements are in writing and signed by you both.
