Legal Question in DUI Law in Pennsylvania

2nd DUI in PA within 10 years. How much jail time?

I live in Ohio. First DUI was in 1995 (also in PA). This DUI (late August of this year) is in Erie. I am a delivery driver Ohio and need work privileges. Also can't do much jail time. Been at the same address and same job for approx 2 years, showing stability. Heard that the sentencing is supposedly 1-3 years, due to a new law. Is this true? No one in the court system will give me a straight answer and haven't been able to afford a consultation that will give me a straight answer either.
