Adding charges to finalized citations

I am 17 years old, I was pulled over and was tested using a breathilizer which found my BAC to be .066. I was written 4 citations. Underage drinking, driving after 11 on a junior license, open container of alcohol (the passenger's beer), and minor prohibited from operating with any alcohol in system. I talked to the cop a few days later and told him everything I know about who bought us the beer and I even showed him the abandoned house where we drank. I didn't know the individual who supplied us with the beer's last name and he threatened to add charges to my record (such as a DUI) if I didn't find out the individual's name. So, I get three citations in the mail, every one except for the underage. I plead guilty and send in the money for the other three citations. My questions are why has my underage not come yet and is it legal to add charges to a finalized police report?
