Legal Question in DUI Law in Pennsylvania
If i never was breathalyzed and never admitted to drinking, could a cop give me an underage?
P.S. I only put DUI cause i didn't know what else to put but i WASN'T driving when i revived my underage

It depends on other factors, like for example if the officer asked for your identification, the location of the stop, the discussion the officer had with you... Each case that lawyer gets is different, therefore the result is usually different. To answer your question I would need more information about the case.
