Legal Question in DUI Law in Pennsylvania
i was cited for underage drinking and took an alternative program that i did not complete do i have to pay fines up front for a guilty plea..and what happens if i dont have the money at the moment.

You could enter into a payment arrangement with the court, but it is preferable to do the preadjudication program as you will not be convicted of this offense if you complete the program. There is also a 90 day license suspension for a first offense.
I would suggest getting an attorney to assist, or at the very least ask that judge for a continuance so you could complete the program.
