Legal Question in DUI Law in Pennsylvania

My son had a 2nd DUI in 1994. He did everything that he was supposed to and last year he was entitled to get his license back. They told him if he waived his license for 1 more year he wouldn't have to have the breathalizer machine hooked up to his car. He waited 1 year and now they are telling him he still has to have the machine hooked up to his car. Is this true and why did they make him waive his right last year? Is there anything we can do to correct PENNDOT's mistake? We live in Westmoreland county.

The current interpretation is correct. My question is, is the previous communication about "waiver" of license for one additional year in writing? If not, there isn't much to do.
