Legal Question in DUI Law in Pennsylvania

I had some dui`s about six years ago and recieved a 10 year suspension on my drivers license. Is there a way I can request to have a work license from someone other than Penndot?

Someone other than PennDOT? Like who? PennDOT licenses drivers...that's who has to approve it.
