DUI/suspension of license

My sister recently got convicted of her first DUI in Pennsylvania. She is to turn in her license for one year starting July 4th. If she moves in with me, can she apply for a New Jersey driver's license and still drive to work in Pennsylvania?

There is reciprocity under the Uniform Interstate Drivers Compact but it may be worthwhile to ask some attorneys close to the border in New Jersey whether it is possible to get a limited license in New Jersey while her license is suspended in Pennsylvania. Most states are more liberal with limited licenses than Pennsylvania.
