DWI and license surrender
I surrendered my PA license 14 months ago for a NY license. At the time my CDL in PA was disqualified so the license I surrendered was a non-commercial license in exchange for a NY non commercial license. My NY license has since been revoked. Now, my NY privledge to drive is restored but I do not hold a NY license. I had a state cop run my old PA license and it is clean and valid after surrendering it to NY 14 months ago. For $10 I can apply and receive my PA CDL in the same day. If however I reinstate my NY license, I will have to retake the CDL test in NY. Since I am not in violation of having 2 licenses, can I stick with my PA license. I am a PA resident therefore I can not legaly get a NY license to trade t PA. Also, a 14 month old DWI conviction hasen't gone on my PA record. Will it ever?

It sounds as if you were admitted into the ARD program and fulfilled all the conditions, so the arrest history was expunged (removed) from your record.
Since you are a PA resident, you should get the PA license back by paying the restoration fee. You should not have to surrender another license to do this.
