Legal Question in DUI Law in Pennsylvania

IN N.C. is there a statute of limitations on a DWI that happened in 1987? I was found guilty by absentia so why do they want me to come to North Carolina and go before a judge? Why can't I simply make payment arrangements for fines and/or restitution? I'm at a VA hospital in P.A.! I just want to be removed from the NDR
