Hit and Run and DUI

A friend of mine is accused of a HIT and Run (no bodily injury) and DUI from Jan 2007. She has not received a ticket or any other summons. The only reason she knows of it is becuase her Family knows the Cops in the area and they ''Threatened'' to arrest her on because of a recent family argument. They say they have her on Video getting into her truck drunk and backing up and hitting someones front end. She was there that night but was not drinking and didn't hear her truck hit anything. Is there a Statute of Limitations on this and can you be charged with a DUI if you were never pulled over or tested?
