my husband had 5 dui convictions 4 driveing under suspension dui related 7 years from the last one is he eligible for a probationary license

Probably not. He should contact PennDOT and request what's called a "Restoration Rights Letter" -- that letter will list all of his prior offenses, and tell him exactly what he needs to do to get his license back.
