Legal Question in DUI Law in Pennsylvania

License appeal

After running into my travel trailer a local man refused to take a breathalizer test. As a result his driver's license was revoked for one year but his attorney appealed this. The hearing is scheduled for Oct. but I see this man driving daily. Is he permitted to drive until the hearing.
