Legal Question in DUI Law in Pennsylvania

My question is regarding drinking and driving and reporting it to the police. A person I know goes out 5-6 days out of the week to the bar, gets intoxicated and then drives home every night they are doing this. If i know this person is in the act of being in the bar and drinking and will drive home later that night, can I call the police and report a suspected drunk driver? I know the police cannot just pull somebody over for a phone call about a drunk driver but they can pull the car over if it violates a traffic law.

My next question: Can I legally keep on calling the police and reporting them every night they are out doing this? I feel like after a few nights of calls, the police would start to get fed up and start to look into me for harassment.

You can call the police and report a suspected drunk driver. What they do with that information is up to you. They might go out and investigate, and if they see him/her driving as if they are drunk they can pull them over.

You can call the police every night if you want. However, if the police have a problem with it they will call you or come visit you.
