Suspension of License and OLL

To my knowledge, for the highest BAC, an occupational limited license may be issued after serving two months of the suspension. Is this also the case for a blood test refusal where the penalties are the same as the highest BAC category?

PennDot is prohibited from issuing occupational licenses for those whose licenses are suspended due to a refusal of a chemical test required under the drunk driving laws.
