Legal Question in DUI Law in Pennsylvania

underage drinking

My 20 year old son and his four friends were followed by police car from store parking lot and pulled over. Designated driver blew a 0.0. Passengers were told to come in to talk to police in three days because police smelled alcohol. Can they be fined? Worse? Passengers refused breathylizer.
