Legal Question in DUI Law in Pennsylvania

Encapsulated version: Last two weeks of school, my son reports a fire in Men's room. He gets questioned by police. They decide he smells like alcohol, does a BAC, which the officer reports as ''+'', would give him no %. Badgers the son until he lies and says he was drinking. Gets taken to jail for questioning for the fire and underage. Released because not enough to get him on fire, charged with underage due to ''confession'' The person who set the fire was found and charged, but they still wished to charge my son with ''disorderly conduct''. His BAC was .001. I want to fight this in court, of course, would it be judicious of me to hire an attny to go in front of the D.J. The charge for the D.O. is for ''raising an alarm''. Which, of course one should do when there is a fire. The A.O. threatened to ''throw the book'' at him if I fought the D.O. charge and suggested he ''just plead guilty'' and ''Pay the fine'', over 400.00. My son is 18, and was at the time of this incident. All suggestions are appreciated.
