Fees for lost textbooks
Overall, the courts have held that public schools cannot charge
tuition fees or fees for necessary materials, activities, or privileges.
The courts viewed such charges as conditions for attendance, and
thus violating the right of the people to a �free� education at public
expense.
THE question is this- Can schools charge for LOST or stolen
textbooks or materials? Have the courts ruled on the
constitutionality of such fees?

Yes, schools may charge for lost/stolen textboks or materials. They may not, however, withhold grades, report cards, diplomas, etc., as leverage to collect the fees. They may go to court to collect the fees just as for any unpaid debt.
