Legal Question in Education Law in Pennsylvania

National Honor Society

My son has been denied induction into the National Honor Society. In 9th grade he cheated on a test. My question to the school and legally is how long do they intend to punish? It is now 3 years later, with no futher incidents. When does this go away? This school has in the past allowed children to be inducted into the National Honor Society who have been expelled from school for violent acts, children who have forged passes and received in- school suspensions and many other infractions. The school is also allowing certain children to be inducted on a probational approach, which was not offered to my son. I have meet with the committee and the school principal on this issue and no one has any explanations for me. They have no quidelines set for punishment durations. This happend when my son was a 14 yr old Freshman, he is now a Junior. Legally can I do anything, due to the fact that it seems to be a judgement call and not based on any guidelines. Other children have been allowed into the the National Honor Society with greater infractions. How do you fight city hall, so to speak.
