Legal Question in Education Law in Pennsylvania

Residency Dispute

I have signed, notarized affidavit for custody of nephew. Enrolled in local school for one week. School decided that I needed custody via the court system. School refuses to enroll nephew. They are using my daughter's information for the reason now. 10 year old daughter truant. This is a separate issue. Sent my daughter's records to the Board of Education. No consent given. School district said they had policy in effect for years regarding Parent of Record. I viewed policy book at school. The policy they faxed me was recently typed when I asked for it. In policy manual but no policy number. Assistant principal asked my 10 year old why her cousin was living with us. I feel this school district is wrong and is bullying me. I had issues with them last year with residency. They said I didn't live in school district because ''a reliable source'' told them different. I provided lease and telephone bill. This wasn't enough for them. Moved in 08/04. Landlord just had to call school and leave voice mail message. They believed her. No paperwork has been asked for. I want this school to be held responsible for their actions. I am a single mom. Lived and this school district all my life. Graduated from this school. What can I do
